When one says "pre timeskip level", it is generally understood/assumed to be in comparison to pre timeskip SHs and characters around that level.

If I recall correctly, Enel also needed the Ark Maxim to boost his capabilities to do that level of destruction.

No he can shot down huge platform without any maxim enhance(Basically Grey Mater's signature lol).

Not for mountain level destruction. Enel was casually throwing out town level and mountain level attacks on his own.
He needs arc maxim for island level destruction (and it to date remains top 5 showcases of raw destructive power)

From the context, I think it's clearly having the energy of "mountain level attacks were thrown out by even pre timeskip fodders in one piece", to imply that mountain level attacks are nothing in one piece.... well from what I see, only some commander level dudes back then had that kind of firepower.

Steven can correct me if I'm wrong, but that's the implication I got
