He was talking about the complete mastery of all hakis as the pinnacle. Dfs for the most part only gives you limited applications in a fight unless you get a versatile fruit. In comparison, mastery of all 3 hakis makes you an all-rounder in a fight.
For example, gura gura or logias like magu magu will give you what it promises which is top-tier AP. If you can’t fight properly and get blitzed by a CoO master then you will still lose regardless. Agenda masters spins Kaido’s statement as ACoC alone is the strongest ability in terms of offense. Which is entirely false, the same guy’s strongest ability that can destroy an island is made entirely possible because of a fruit lol

Seems to me that technology and devil-fruits are what actually pose a threat on the global scale and Kaido was just talking out of his ass

Swordsmanship/ skill takes time to master too, for marines it is rokushiki/ physical strength etc
Every form of fighting needs time, and every form of fighting is useless without haki
Akainu’s magma fists would be useless without strong haki for example
Same for Kizaru’s speed
