Raizo and Kinemon and Kiku aren't YC level
Izo's power level is hard to pin down honestly, he's 100% above his sister and Kinemon due to spending about 30 years in the Moby Dick, but at the same time we don't really know how strong the Whitebeard 5-16 commanders are, they could range from Headliner/Minister level to Trebol level to Snack level
Maybe all of them are Vet and above which is possible since The Whitebeard pirates have been hyped as the strongest Yonko crew

Imo Scabbards will push Kaido a little bit more... maybe even deal him a serious wound before getting trashed, and then Luffy will step up.
Kaido's battle against Scabbards reminds me of Dbz, when the protagonists decided to fight Frieza... Vegita, Gohan, Krillin amd Picolo held their own against each form of Frieza. Even injured him a little, until he transformed into his final form. Then they knew the true power of Frieza and how they never stood a chance.........
And when all hope seemed lost, Goku steps up to fight him. And although initially it seemed that he was a match for Frieza, he starts to loose and had to uncover a hidden power and his true potential to defeat Frieza.
