doesn't matter you don't just become a top shinuchi without any merit proving one's strength. That doesn't just come from kaido's crew but all of the yonko's crew in general.
we're just going back and forth without a conclusion. Advice from me is to reread the story because right now you're too focus on the powerscale perspective instead of looking at it in the narrative perspective.

My advice is to take the story at face value. Oda is very obvious with power rankings when he wants to be. And does it specifically for the characters who strength oda cares about, the straw hats.

But for new members it makes no sense for Kaido to say, you can be a headliner but won’t let you prove yourself to be more, or if oda ever alluded to hawkins Being that level and just not been promoted like he did for Garp.
But he didn’t. He introduced Hawkins as a headliner. Then introduced the Tobi Roppo as the six strongest headliners. And if Hawkins never fought killer no one would even think Hawkins is on their level.
