They outright said that they didn't want him to have G5 as his bounty picture but one of the CP0 agents said " fuck you geriatric bastards LOL " and put it as his picture anyway

And yet if they said King was the last Lunarian it would work just as horribly against them as announcing Nika would. No one questions Kaido's man for having that sort of bounty and either they can manage to wipe him out or they can give him back to the government for significantly less than they should. As opposed to say, breeding with him, taking up his cause, etc

Same thing with giving young Robin a bounty that's high for a kid but... only just enough money to make someone really want to turn her in when she is literally a key to ruling the damned world

Still nothing really indicates that the Government, which among other things actively confronts piracy (unlike Vegapunk) and owns the best intelligence agency in the world (unlike Vegapunk), doesn't know after all this time of spending resources tracking the Beasts Pirates and even visiting Wano itself.
