every state needs at least 1-2 Fire Dragon caliber commanders.

Chu will be fine, but Wei, Yan, and Han are.... questionable.

Qi doesn't necessarily have to be that strong, but logically they should be, Ouken seemed confident enough at dealing with the Coalition
