And World Government must Obey Celestial Dragons
The entire Idea about WG comes from Celestial Dragons, those Families Created it
So obeying "Any" Celestial Dragon is Mandatory for anyone who is Part of World Government
And Gorosei are Top of Ladder (Not counting Imu)
However, It was never stated that Garling is a Celestial Dragon
And if He was Part of World Government, then He wouldn't have the Authority to Execute a Celestial Dragon without a Trial
And Narrator said that what He did isn't allowed to be mentioned outside Mary Geoise, meaning Public are allowed to know about Gorosei's Authority but They aren't allowed to know there are is a Man who can treat Celestial Dragons like Insects

We know Imu sits on the empty throne and the ones answering directly to him are the Gorosei, so there is no one to give the likes of Garling authority over the Celestial Dragons. The authority probably just comes from him being a high ranking CD and commander of the Holy Knights, which is just like in the military, where a higher up would be capable of punishing the foot soldiers.
