Just checked and in addition to their thick skin the Kodiaks have 9 inches of fat.

Yeah the problem with grizzly bears is that there is so much skull and tissue in front of their brain cavity (behind the pink highlighted area of this skull diagram here) that unless you hit a shot perfectly between the eyes with a high enough caliber weapon it’s going to keep charging:
