Oh I don't deny that. I do believe Roger's bounty before he became PK was around 5B and becoming PK made his bounty 5.5B.

It was probably less. Back then, they were more like what we think of pirates today, only Shiki had a huge fleet. There weren't empires they ruled like Yonko do.

So? We saw marines are willing to promote civilians to Admiral position when in need of manpower.

Why would they keep a marine several ranks below then?
