I can't believe when we're so close to the end people still think if Oda made Luffy serious Kizaru would beat Luffy. Imagine the size of that crackpipe.
Newsflash: Luffy took down the World's Strongest Living Being and overpowered his strongest attack. At best Kizaru can do is escape from Luffy. In a pure 1 v. 1, where Luffy is using ACoC all the time, he stands 0 chacne.

Kuzan having 4B+ bounty is actually a serious possibility.
If oda can show us bounty of admirals and FAs and yonkous then why not Kuzan? Why oda is hiding his bounty from us?
If I have to guess then perhaps it's because Kuzan might touch 4B or higher and since BB himself is around 3.9B right now so oda doesn't want it to reveal it until BB gets a boost and jumps higher to maintain captain having higher bounty trend.
And, if I go by this, then we might see jump in bounties of CG and Shanks as well to go beyond Kaido's bounty

It's not about fighting Luffy specifically.
It's like how Queen was literally up against Big Mom and showed 0 signs of having a deeper bag than zoan transformation.
Then we got to Onigashima and Queen suddenly became a level 1000 cyborg.
Same thing here, except Oda is attaching actual in canon reasons ("mental nerf") for why we're not getting to see the full bags.

Hope not because there’s nothing interesting about him plot wise unlike others. He doesn’t have the same aura as Kizaru, Fujitora and Akainu.
The other 3 admirals seem to view each other as BFF and they have a history with Dragon so their interesting backstory + inevitable redemption arc against WG makes sense for them to have over $4bn bounty narrative wise.

We're talking about a former admiral, who was initially supposed to be promoted to Fleet Admiral. Who the world knows clashed with Akainu for 10 days straight, and barely lost, both coming out with permanent scars. Who then went rogue, but not only that, went and allied himself with the Yonko Blackbeard.
If that's not enough for 4 bil, I will laugh. This dude should be seen as a traitor, especially with the marines under Akainu's lead, and the fact that he was an admiral and so knows the inner workings of marines, and their tactics and dispositions and whatnot, makes him a very valuable tool for any pirate, much less a Yonko. And then you add on his well known strength.
On top of recent events, such as his involvement in capturing Garp The Hero.
