Koby is proof you need AdCoC for the position (at the very least if you don't have an S+ tier fruit), as it's a kingly ambition. He's to the Admiral path what Zoro is to the WSS route.

There's no such difference. Two Admirals went 10 days extreme diff and one of them became Fleet Admiral while the other would remain an Admiral. A level separating the ranks is impossible based on this. Koby wants to be an Admiral he doesn't specify Fleet or not since strengthwise it's all the same.
