In name and reality, Mihawk is the strongest swordsman in history.

Zoro's last fight has the be the #1 of the universe and EthanBaron is likely weaker than Imu so it is not him for sure.
Only Mihawk is worth it, the build-up is second to none and he said he would wait as long as it takes, at the top.
He is also World's Strongest with strongest weapon in the world and strongest haki in the world.
Only he is worthy of being Zoro's final fight.

I think the Gorosei are mid top tiers; they don't quite reach the high top tier level, so I don't consider them above Mihawk, Shanks, etc. Mihawk will be Zoro's final battle, so Mihawk > Gorosei. This means that all the Gorosei are weaker than Prime WB and Kaidou. @comrade

Yes, I too believe that Mihawk is stronger, as he is Zoro's end goal. Especially since the Gorosei aren't unknown forces, the world knows of them, apparently even know their powers, hence Marines of lower rank were told not to look at him. So it would be a bit weird if Nusjuro turned out to be stronger and Zoro's true final opponent because he was simply not accounted for and was exempt from the WSS narrative.

Mihawk came before the Gorosei, and then Robin makes a reference to the government, etc. So both the government and Mihawk were planned from the beginning, with Oda deciding to give the title of World's Strongest Swordsman (WSS) to Mihawk. Even now, with the revelation that the Gorosei are Devil Fruit users, immortal, or something else, Oda took care to emphasize Mihawk's title through the revelation of his bounty. Therefore, it wouldn't make sense for Oda to reinforce the narrative that Mihawk is the WSS while also trying to promote a superior adversary. It would make sense for him to deconstruct the WSS narrative and not push it further.

Final fight will be fight for pirate king. New gen taking on the mid gen(bb, shanks,mihawk) . mihawk and shanks are rivals which fits Zoro and Sanji and then they are both friends of strawhats so they are both friendly fight. Shanks also is handicapped just like sanji who can't use his arms.
