Yes I think that the EOS Crew will likely be the strongest in history, surpassing Roger and Rocks pirates.

The Rocks crew at God valley was on the verge of collapsing and we can safely assume that Shiki, Big mom and Kaido would've went after Rock's head after reaching their primes. Their ego just didn't allow anything else to happen.
