Oda will only deliver peculiar dfs like for Doffy and Kata (or even Luffy, Robin, etc.) which seem something useless but with a bit of refinement and fantasy, or the right haki, can become overpowered.

With the leg valves open the user can use a jet stream of water to fly at high speeds. The speed of how fast the use moves is determined by how much the faucet is open. The user can also control the temperature of the water to scald opponents

In a time void, the Oil-Oil user prevents time from flowing out of his body by putting an armor of compressed and distorted sheet of the fabric of existence around the body. Time particles can't pass through the sheet. The distortions in the sheet have wrinkles that have 0 degree angle, so small particles can't pass through. Physical force can't break the sheet down because the invisible aura hand applied on the sheet makes the sheet infinitely tough.
