Let’s lay out the facts.

1. Mihawk couldn’t get passed the underling of Xebecs underling. Xebec is WBs captain and WB is Vistas captain and Mihawk was enough to stop Mihawk in his tracks.

2. Mihawk wanted to see how far he was from Xebecs underling. Then he was stopped by another underling (Jozu) of the underling (Whitebeard) who Mihawk knew he was weaker than and wanted to see how much weaker.

3. Mihawk is destined to lose to Luffys underling (Zoro) who will never be stronger than the pirate that is likely stronger than Luffys goals (Roger), because Roger’s rival (WB) was his underling!

Moral of the story is until Mihawk can surpass the underlings he shouldn’t be in the same sentence as the captains like Xebec, Roger, Luffy, they were never underlings.

Tell me one thing that I said that’s wrong.

I can't say anything but you said the truth, Xebec > Yonko > Underling = Mihawk.

Dude you are acting like Vista owned Mihawk in their encounter, reality is that duel lasted for 3 manga panels and in none of those 3 Vista gained any upper hand or delivered some damage to Mihawk.

Big Mom got stalled by Marco yet everyone knows she is above him.

Kaido got stalled by Yamato for plenty of time and we know Kaido is above her.

Fujitora got stalled by Sabo yet we know he is above him.

Its clear even top tiers like Yonkos can get stalled by inferior opponents.
