Neither Blackbeard or Luffy are swordsmen who'd like to duel with him and he already said he doesn't care about Shanks since he is crippled and it won't be as fun as it was.

Mihawk-Croc know that they need Strength (page 7). So they know that they should make preparation before claim to want One Piece (page 10-11). Mihawk compare 'Us' CG strength to Other Emperors. Both don't believe on Buggy crews strength since they don't even mention Buggy crews.
So, i think that this is the confirmation to get another faction to be worth as an Emperor Equal.

I don't need to tell you anything just read manga. When Mihawk come to Shanks first time in manga, Shanks asked Mihawk if he comes to challenge HIM. Why do someone who lose a fight would ask question like that? Than Mihawk answered that he don't have any interest in Shanks without arm. This scene alone means their rivalry didn't come to a conclusion.
Mihawk became WSS who knows when, but Shanks became a Younko only 6 years ago. But they didn't fight from a moment when Shanks returned from East Blue with one arm.
Also WB said that Shanks became famous thanks to his battles against Mihawk. How could anyone became famous if he lose the battle? SO COPE HARDER. Manga never said that Mihawk won the fight against Shanks, and Shanks never won against Mihawk.

People Hyped mihawk too much like he is the pinnacle of strength, when it's clear he is just warlord level guy comprrable to guys like croc. just because this man holds the strongest swordsman tittle it doesn't mean he is one of the strongest, onepiece manga isn't all about swords. i would probably get their point if onepiece was like that of samurai x, or baki the grappler, the strongest swordsman, grappler. etc/ those are straightforward manga.
