Oda hasn’t changed his mind on anything, Shanks’ entire role in this manga is still to beg other people to defeat Teach for him.

It’s clear as day Shanks has PTSD from when Teach defeated him. And Shanks was in his prime too because that was actually when he could stand up to Mihawk unlike in the current storyline.
