East blue saga

• Sanji bowing down to Zeff
• Luffy putting his hat on Nami

Alabasta Saga

• The short lived happier times between Chopper and Hiluluk working in tandem as doctors.Cannot emphasize how heartwarming that stretch was
• SHs showing the X mark to Vivi

Jaya/Skypiea

• Calgara and Noland's bro energy
• Noland's line of romance still existing in the world after seeing Luffy's shadow in the sky.Probably one of those rare moments which can stir your emotions in so many different ways.

W7/Enies Lobby

• Usopp's boundless love for Merry throughout the saga
• Usopp's speech to Luffy to stand up in Enies Lobby followed by Luffy scream was a blend of heartwarming and badassery

TB

• Brook stating how grateful he was to live and endure those harsh 50 years

Summit war

• Nami nonchalantly agreeing to use their funds to free Camie
• Bon Clay's resolve for Luffy
• Ace getting his answer to if it was good that he was born

Fishman Island

• Jinbe giving his blood to Luffy
• Koala and Fisher Tigers interactions

PH/Dressrosa

• Kinemon and Momo eating a hearty meal after a long time
• Sabo and Luffy meet
• Corazon acknowledging that his suffering is nothing compared to what Law has gone through

Zou/WCI/Wano

• Raizo is safe
• Brulee catching Katakuri blushing
• Onimaru's resolve and his bond with Kawamatsu

But it goes with my point that one piece is a happy going mang, and You will always find a cute heartwarming moment every arc simply because the main character is a sweet character who loves enjoying everything in life,
So for me everytime Luffy reunite with someone it's heartwarming
