Flat truth of it is, Oda hasn’t made Mihawk relevant enough in the last 200 chapters for him to compete with Shanks off old hype.

I used to think Mihawk > Shanks until end of Egghead. Then I realized Mihawk was *just* another Zoro fight.
It is clear there are two kinds of "swordsman" the Zoro, Mihawk, Ryuma, Oden kind. And the Roger, Ray, Shanks kind. The latter are focused on overall haki mastery, internal penetration, no touching barriers. The former are focused on sharpening their blades (these are the swordsman who will create black blades, not the Roger kind). Zoro never in a gazillion years is gonna create a barrier around his cutting edge, he is in a completely separate lane from Shanks stylistically and functionally. Shanks never even left a cut wound on Kidd, he quite literally threw a haki blast channeled from his blade.

This doesn't mean one lane is weaker than the other overall, it just means if you are maxed out on the latter style you can be the weaker swordsman while still potentially being the superior overall combatant. The former are more lethal for sure though as they want to make direct contact to maim you. They will always have the cleaner cuts, which is why they will be superior swordsman. The latter can be crude here but can still overwhelm with haki blasts, barriers, internal penetration and such.

With King Oda already gave us the answer here that even being the weaker swordsman does not guarantee you are the weaker overall combatant. I already see the lane for Shanks and it is clear Oda doesn't intend for Shanks to be weaker at the very least.

Oda gave King multiple fighting styles and different abilities like a DF and Kekkei genkai to justify his overall strength. You can apply the King rationale to the likes of Kizaru or even Fujitora for that matter, but not to peeps like Shanks, Rayleigh, Roger, etc.

Not even Issho can be excused since he still fights primarily with a sword and uses sword techniques more than anything else

The SHs were pirates before TS and they have no clue who the Yonko are until W7. The people of Wano are about as relevant as the SHs from W7 in deciding Mihawk's WSSM status. Nice try though.

I agree that they are definitely swordsman but like I said earlier the Shanks Ray, Roger kind of swordsman are in a different lane than Mihawk, Zoro, Ryuma etc.

Shanks will be using haki blasts and the like, his swordsmanship will be a lot cruder, as will Roger's. They don't care to cut cleanly, or precisely. They are just going to stack all their haki mastery and let it out in their attacks. You will never see Zoro or Mihawk shoot out haki barriers around their slashes because they will always want to make direct contact, they would be nerfing their own blades lethality if they did. They attack with a specific purpose, to cut. Everything they do is to enhance this property.

Mihawk sends a slash at Luffy, Daz blocks it, Mihawk adjusted the potency of his cutting property to slice down Daz. He may have done the same for Jozu. Someone like Shanks is just gonna blow Jozu up with a haki shockwave slash, I can guarantee you will never see Mihawk doing this. He will always rely on his cutting prowess cause that's what his fighting style is centered around. He will "cut" diamond, Shanks will destroy it.

The WSS title means Mihawk has taken swordsmanship to its peak. Even beyond Roger, you won't see Roger with the same cutting feats or a black blade, but this doesn't guarantee he is below Mihawk.
