That's the thing. Like I kept telling you all : It was never a bait..
It was character development. Yamato needed to understand that freedom doesn't come just by seeking the sea but also by doing what you really want to do.
If Oda wanted to bait us, Oda would have made Luffy say "yes, you can join when we are done with Kaido" that and only that would be bait.
I mean not really, people were upset at the Ryuma grave thing with Zoro thing for instance, that was a plot thread that went nowhere.
Yamato was constantly saying she wanted to join, the equivalent would be Zoro saying he wanted to go to the grave all throughout Wano and then not going last minute.

It did, just because it didn't go where people wanted it to go doesn't mean nothing happened (lawl). Zoro went to Ryuma's grave to pay respect just like he did before and that's ok.
