I didn't know he was ranked a level above the other executives before.
A mythical zoan df as @PuckTheGreat speculated might solve this issue.
I think loki already ate a df before the other legendary one got stolen.
you can see him drop from the sky with no flying ship. where grandpa arrived on a flying ship, when loki went to meet his dad at the castle before finding him getting stabbed.
maybe he has some type of flight df, plus his arms are tattood with bird feathers of some type.

The castle the highest area, and the way he drops down from the sky above. Which is the highest area in elbaf.. Loki legs are folded while he drops down from the sky, like he is in a sitting down position with no ship.
Could be his hammer gives him flight if he has no df? though could be loki has some type of df that make him levitate/bird similar to kuma blasting off.

More likely than not, Ragnir is a copy of Mjolnir in terms of it's abilities. I suspect this is also why they chained his hammer with him, maybe if it goes too far from him it flies back to him anyway or it's just not possible to be picked up by 99% of people. Would make no sense otherwise since we know they typically take weapons away from prisoners as we've seen with Zoro in his introduction chapters, Shiryu, and Nami in WCI iirc

It's either just a simple magic/advanced weapon (like Nami's clima tact) or it has the fruit of a mythical god from classic Elbaph folklore similar to the Nika fruit that Luffy has. That and/or Loki has his own fruit.
Btw the Lola flashback had him as a chubby, friendly looking dude which is obviously not how he actually looks so it's likely a retcon or just an inaccurate memory

yeah, though if he has shapeshifter df, maybe he changed his appearance to fit in, like his eye and height. He shrunk down to not scare lola.
also could be test to see if lola was shallow. based of the appearance he chose. if he went ugly route. which we know lola not shallow person and kind. Since everyone never accepted him based of his real appearance/eyes etc.

Here's the deal, it goes the pattern that Oda established with other similar cases, for example:
- In Alabasta Vivi travels with strowhats, becomes close friends with them, and yet she doesn't join in the end.
- In Dressrosa the same happens with the girl whose name I forgot, sorry.
- In Wano despite Momo traveling with the strowhats and having family members that could lead the kingdom, he stays in Wano.
I won't rule out ship upgrade but as of now there isn't any issue with sunny to have one...
But I won't rule out anything. I am waiting for Loki df reveal because it would clear things alot.

Let me give some key hints as to why it might happen:
Sure, but I doubt Loki's DF has size changing capabilities.
- The WG has an Ancient weapon, Blackbeard soon will get one too, the strowhats need one too ASAP, and since thousand Sunny was bullet with Ancient weapons In mind, it makes sense that it's the ship that will be turned into an Ancient weapon.
- The only place that has enough ADAM WOOD from which Sunny is made out of is Elbaf.
- We recently found out that Elbaf is place of very talented ship builders, the same ones that bullet water seven, the same guys who most likely left Ancient weapon blueprints to Tom. If there's place where they know how to build an Ancient weapon is Elbaf.
- Vegapank is the smartest guy in one piece, and coincidently so he's in Elbaf too.
