The public in the story sees Zoro as the first mate, that would never happen in a hypothetical scenario where Loki joins. Ergo Zoro is the first mate.
The fucking data cards also tried to say Zoro didn't have CoC just so Oda could do a gag with Zoro's stupidness. Ain't no way we relying on SBS's and datacards to try and push nakama agendas

The point is, Loki wont join, he wont became the firstmate.
A dude who don´t gonna sail after Elbaph, wont be a crewmate, let alone the vicecaptain.
People can argue who is the firstmate, but it is clearly a key member.

Zoro as example is there since at the begin, Luffy strongest fighter alongside Sanji.
He was even in the panel with lot of firstmates.

Loki has not that deep connection to Luffy has Zoro has to Luffy.
