That's just your own personal opinion, i can just say every SH candidate needs to have a role and to have at least hints at it or they don't even break good candidate territory.
Furthermore by your own logic Connis is a better candidate than Yamato was, because she was much more the focus of the SHs while sharing the same big baddy opressing all of the island routine.
Every character in Wano suffered under Kaido, they all equally get liberated by Luffy defeating him, Tama and Kiku and Yamato are in the same boat by that logic because usually the big baddie opresses every primary/secondary/terciary supporting character in an given island.
Also forgot to add even when you go down the line of each SH, it's not really as rigid
- Zoro was circustancially on that island
- Sanji was completly arbirtarly at the crossfire of some random pirates and had to fight them off
- Nami i agree, she was the culmination of the saga and the start of the sort female princess-esque rescue trope
- Ussop is true to a certain extent
- Chopper is the same
- Robin's enemy is the WG, Luci was jsut the avatar, Robin's enemy wasn't techinically stopped by the end of her arc
- Franky is the same, Spandam was an enemy purely in name, it's CP9 and the WG who were the real villains
- Brook same as Ussop/chopper
- Jinbei is the worst because Hody Jones wasn't Jinbei's existencial issue, if anything BM was, he was more of a political issue
If you look at Vivi, Rebeca and Nami they fit your mold much better then say Sanji who only incidentally had to fight pirates. Don Krieg has no narrative importance in the life of Sanji, not compared to Vivi /Crocodile, Nami/arlong, Rebbeca/don flamingo.
That's why Nami, Robin, Vivi, Rebecca and Yamato all fit perfectly in a princess of the arc character not necessarily a SH candidate.
Specially Rebbeca and Yamato which only interacted during the entirety of their arcs with Luffy almost exclusively and no other SHs.

1) the main or one of the main factors of the arc
2) connected to the villain in some way and has the strongest connection to them thematically
3) Have a problem caused by the main villain(s)
4) helped by Luffy by way of having their problem solved with Luffy taking out the main villain
If the character isn't even going to be important or have any story telling relevance that Oda is obsessed with, it stands to reason that the candidate would have no chances. Carrot for example had nothing what was stated above and spent most of her days as a minor character.
