Without Wano, we're at least at 12, unless you don't count Karoo as a member of the Straw Hats, to which I say, Duck you!
Wano had Yamato, Momo, Kinemon, and Tama all receive invites.
Elbaf could have someone else join, to, but, that would be it.
Ignoring Karoo, though (cries), I think the final crew going into the last arc will be the current crew, with Vivi, Carrot, and Yamato joining at some point.
Tama and Momo will sail with the Straw Hats for a time, mirroring Buggy and Shanks, but, one of them will get sick (probably Tama), and they'll stay behind (which is fine since Momo already knows a lot about that stuff from Oden's journal, setting up Tama to be the protagonist in One Piece's sequel, allowing Oda to continue to draw more plotlines in Wano.

Vivi, Yamato and Carrot ( in that order) are the only ones who genuily have a shot of, like a crazy ex, come back with just some Oda ass pull, like Vivi being Kuma'ed to Egghead or whatever. They all suffer diferent issues ( too strong, too weak, weak arc or no arc, weird focus, lack of roles etc etc)
Kinemon and Momo would be next in line, but Momo is literally a king and leaving Wano would be the dumbest thing possible for his character, and Kinemon is too old to give a shit anymore and instead of getting concussions he just wants to live in peace and fuck his wife. ( probably Kiku when he's feeling spicy too)
