I don't think that dream will culiminate in either Vegapunk or Stussy going to Raftel but we'll see.
It looks like she won't be able to follow him because he's disappeared/about to disappear. At least, not for now. And she doesn't seem to be a henchman to me...
Also, I love @CarrotForNakama theory of clones theme and exploration of "what is human", seems very fitting for OP

Why is everyone focusing so much on the word henchman, i also said subordinate, maybe they're friends and view each other as equals, i don't know lol, i was playing off that other guy saying they're a father/daugther dynamic, which we have no evidence for.

I think she does not intentionally want to give them power ups. I think she just enjoyed drinking their blood there, because she is a ´vampire´ or something alike. Them becoming vampires also is a side effect she is willing to accept, because I think she knows they are going to get killed anyway when the government arrives.
Isn't it a little bit suspicious to you that Oda mentioned her becoming a CP0 agent unintentionally?

Here some reasons for stussy joining:
1. she is a clone making her unique
2. She betrayed the world government and can not go back to them. Also she has nowhere to go as a clone. The one place she could go would have been egghead island and that option is gone as well.
3. She is quite strong and holds quite some information as a CP0 agent
4. We have people who have joined from other organizations but not yet from the world government, making Stussy unique in that way as well. To clarify what I mean: Nami(pirate member form another group, who also hated pirates), robin(member of a crime organization), jinbe(former shichibukai), zoro( former bounty Hunter), we are just missing someone from the WG joining the strawhats.
5. as a clone she might feel like she doesn’t belong anywhere. It looks like she will have a tragic backstory. The strawhats are the perfect group to give her, her first home.
there might be other points. But even with this points I think it’s highly unlikely that she will join, this late in the story.
