I think it's elbaf at least, since oda does not seem to make loki go on journey, or have unfinished business like jinbie.
Plus luffy response to Loki has been excitement behavior to those who actually joined, instead of the friends he made along and invited near the end.
loki being asked early imo is a good sign.
maybe his df gives him some nerf if he shrinks down, or if he has df and can walk in the ocean similar to sanjuan wolf. he be weakened a little from it.

Power scaling doesn't determine nakamas but shared goal, narrative purpose and chemistry do.
Gaban already touched the idea of COC to M3 - there is room for them to grow in Elbaph itself. Heck, Zoro and luffy can if not sanji.
And, if Loki shares the same purpose or his aim fits into Luffy's dream then power-scaling won't make a difference. Infact, oda has consistently proved that he cares more about narrative significance than power levels.
