Momo - simply because he will fill in the shoes of Oden to some extent so it was obvious he won't join
Vivi - only princess of the king and so was meant to rule Alabasta
Mr 2 - sacrificed himself
So, it's only Yamao whom you can argue

Loki invitation has higher narrative significance because it was given in the build up stage of an arc and when freedom seems like illusion to Loki...unlike Yamao who recieved when she already got freedom and at the end.

Since post-Elbaf will likely be the actual endgame, Loki could be akin to the last party member in JRPG. They never fully belong and tend to be overpowered because fuck the balance in late-game . I don't read Oda's mind though but maybe Loki could be the actual "Oden" (in term of power because character wise they re very different) of straw hats. Even now people debate Oden standing even though Ray/Gaban are the wings
