Its extremely similar. Luffy went out of his way to claim both were joining him, and both gave a quick hell no. One having a crew or not is irrelevant to the fact they both mirrored each other.

Law already had his crew. Loki did not.
Luffy invite to Loki more genuine compared to law, who luffy traveled with. His given invite was similar to vivi and momo, yamato. etc
This arc is Luffy focused on loki only, and no one else.

here it's different by night and day. Luffy looks like a excited happy kid about loki joining him, even begging Hajrudin to let him have Loki. Gaban has given Luffy his chance now. By making Hajrudin release Loki after the flashback.
And, not everything has to be taken at a face value... right? Context matters.
"What we consume, Shapes us"
His past reflects how badly he was mistreated - shame of elbaph, curse and perhaps WG is behind the king's death but Loki took the blame.
That's what shaped him.
Once he will get redeemed, I am confident we will see somewhat different Loki.
And, nika has keen observation of feelings....
Robin's case is classic example.
"What we consume, Shapes us"

Goofy will release loki. But it will be because he's needed to beat imu and co here. Just like yamatoe was needed to stall kaido in wano.
