Carrot is destined for greatness at the endgame, anyway. Joining is just a bonus, but I'm believing a bigger picture.

It's sitting in the backburner for now as Oda needs to tell his other stories but we petty much already have the stepping stone of she being king, and her reaction to Ancient Weapons all leading to potential that will come slowly but it's going to pay off.
It wouldn't make any sense narratively to just leave it as things are, there's a lot more to Carrot's story that most are likely to not realize.
 
If the best arguments for Loki not joining is his size and him losing to Shanks, I think we're in really good spot as the Loki4Nakama agenda. The context of Rocks story only enhances his chances of joining someone like Luffy.

The scapegoat about strength ring hollow with every passing chapter. The EoS enemies are filled with Immortals, Demons, Mythical Zoans and thats before even mentioning the Admirals.

The Blackbeard pirates have a well balanced enough crew to warrant someone of Loki Calibur joining Luffy and company. Red Hairs will redher and Cross Guild is one Doffy break out and Moria reimmergence away from being true contenders in this race for One Piece.

The Elbaph devil fruit being held back for a reason is very telling. Rocks also only wanting Harald to eat it is another hint, and I doubt it was to add strength, Harald is clearly shown to rival Xebec in strength. He wanted him on his crew.

So what's the reason I wonder? Maybe to fit on his ship?

I purposely don't talk about nakama stuff as much as possible as there's so much dogpiling and circlejerking towards hating anyone wanting more characters to join.

People act like the ship won't be modified this arc and made bigger for example.

Even people I like and respect here are being kinda toxic towards new nakama hopefuls.

Oda gave jinbei a cover story before he officially joined too. She's just taking care of business before she joins too like he did.

Aside from the various reasons each of the three main "candidates", Carrot, Yamato, Loki, individually have for not joining the crew, which have been thoroughly explored, here as elsewhere, the very concept of a new SH should disgust the fanbase given how poorly Oda has treated everyone already a crewmate since the timeskip. Aside from Nika, only Sanji got some spotlight during WCI; no other SH receives proper on-panel treatment. No one. Not Zoro. Not the two eye-candies. The whole crew are cardboard cut-outs. The latest addition is a walking nothing in the shape of a sharkman. The current crew size is untenable. Wanting yet another SH is pure selfiness for want of shipping and/or I-told-you-so's in the fandom wars. I'd rather get introduced to an interesting side-character for half an arc and never see them again, than to have a novelty face join the crew only to be sidelined over and again.
