Carrot went to whole cake island because shes a bunny, lets face it. The arc was inspired by this:
She played a nice role there, got panel time, but that was the point of her existence imo. The intro arc (Zou), she was irrelevant. The following arc (Wano), shes irrelevant again. Oda actually focused way more on Pedro all this time. Even after his death, Carrots whole existence revolves around Pedro. Shes a leftover of a well written ally character that sacrificed himself, so once his plotline is resolved, she will disappear as well

What was the drive for the people who voted Tama particularly?
I have a hard time believing she would join instead of staying with Momo. So unlikely.
-she was the 1st character Luffy encountered in Wano
-she bonded with Luffy immediately
-she was a fun character with a dream
-she had a unique design, color sheme
-she had a useful and interesting ability
-she had the Ace connection
-she wore the Strawhat (like Nami and Robin)
She had a lot of things going for her from the get go, only thing holding her down was age (same as Momo) and people theorized there is something off about her age and that shes actually older iirc.

Either way, with Yamatos introduction, all these characters fell behind imo. I liked a lot of them since the timeskip, Pekoms, Kinemon, Law, Pedro, Pudding... but Yamato takes this home in the end
