That idiot Lucci was too hasty he shouldn't have eaten that crappy zoan df, at the time we didn't know df tiers i thought every df can be mastered peak tier but now we learn that's not the case at all. 
Problem is that DF seems to choose their owners according to personality so you need to be a have a mythical lvl character to attract that kind of DF also Mythical Zoans are the most dangerous ones because just look at Ragnirs personality he is clever like a child so if your will is weak you will just be consumed.
So to become top tier you need haki character and also luck and that is why Blackbeard killed Thatch since he lacked the character and luck part.

They are strong only compared to weaker DFs, but in the the top tier sphere they are weak. They don't provide either strong offfense or defense. Again I wanna point out we're talking about top tier sphere, not YC, for YC their DFs are appropriate. If Katakuri had Kaido's DF, with the insane durability, offensive power, speed boost combined with Katakuri's haki would propel him to top tier sphere. Same with Doffy. His DF is good, but doesn't provide the offensive power top tier have, with a gas logia Doffy could do so much more, or Eneles lightning logia.
Lucci is even more disadvantaged with his DF, give him any top tier (Admiral or Yonko DF) and he would be a top tier too. And again, I wanna point out that they would be on the lower end of top tiers, they would still lose to Admirals and Yonko, because their haki is simply not on top tier level, but with a good DFs, they would be able to push othe top tiers to hard diff.

I advise anyone who thinks this is something Oda started recently to go back and reread Luffy vs Lucci in it’s entirety
It starts on chapter 409 and ends in chapter 427
19 chapters
In a 19 chapter span Luffy vs Lucci gets more than three pages of focus (not even fighting in every page, just them appearing so I’m being very generous) in only 9 chapters
As I said in my initial comment, over half of those took place at the end of the fight rather than the beginning
Another funny thing that I realized is Luffy vs Lucci only has a single chapter with as much focus as Loki got in 1181
Wanna guess what chapter that is? The very last chapter of the fight
I encourage anyone to go back and look if they think I’m lying. Almost every single chapter between 409 and 427 that has Luffy and Lucci in it at all (because they’re completely offscreen in half of those chapters) has them fighting or talking for 2-4 pages before cutting away to something else
This isn’t a new formula. You just weren’t reading weekly back then
