I think this idea that the choreography has always been bad is massively exaggerated. Back when Oda used to give fights the necessary page count for actual exchanges to take place and back when his line art wasn't this rough and sketchy, fights did consistently look pretty cool.
Here is a simple sequence from Luffy VS Kuro that's genuinely more exciting and pleasing to the eyes than anything in Wano, Egghead or Elbaf:

Most of VS Krieg, Mr. 1, Crocodile, Enel, Jabra, Lucci and Oars also flowed in a consistently fun and cool way that only select sequences in maybe the Doffy and Katakuri fights match. Nowadays, we are lucky if there is anything more interesting than the two characters lunging at each other and having a generic big clash.
Even single panel spectacle moments meant to sell the scale of power on display used to be far better. Marineford is full of double spreads that wowed me far more than any page of Loki VS Imu despite it being arguably the most large scale fight thus far in the series.
