Honestly only way I can see it logically end in three years is:
1. We don’t have a shanks arc
2. Elbaf is super short and connected to Uranus
3. Blackbeard arc takes place to get the final Poneglyph
4. The Marines are the antagonists on Raftel
5. The war prep is a short reminder pages like early raftel
6. We only focus on the SHs during the war

The final war will start after Wano. Oda already said this in SBS 98. In that time Luffy will probably find the One piece which is probably the Drums of Libaration and will end the war. Kinda like the golden bell in Skypia. One piece = One peace. This can happen in 100- 150 chapter . So about 3 - 4 years. Most of the war will be offscreend anyways lol.
