I thought it could go from No diff to High diff max .
But with Bakkin's words "all our efforts were in vain" , and seemingly no plant is left by Ryokugyu , i think the lower difficulties ( No to Mid diff ) are far more likely .
If we look back to when semi-serious Ryo dominated Yamato + Scabbards + Momo , he went to the Broccoli form which immediately generated a lot of plants :

I'm just thinking it's possible Aramaki didn't even go to Broccoli form to destroy Weevil , like he seemingly didn't do to K + Q .
Definitely also didn't use Mori/Logia Awakening though , otherwise Sphinx would've been terraformed .
I checked 1073 again and from what was shown of the center/inside of Sphinx , it looks clean , i didn't find plants that would've been Ryokugyu's leftovers .
However it's of course possible he fought Weevil in this outer part of the island :

Either way i'm not sure if Weevil is that strong to the point he'd give more difficulty than King and Queen together anyway .

Yes, Ryokugyu was too strong for Weevil to handle. Even if Weevil "made a deal" with Ryokugyu, that deal was made due to Weevil understanding that he is outmatched and wouldn't be able to protect his mother or the village. Given Weevil called for his mother however, it indicates that he indeed was "captured", since, if he agreed to come on his own, there would be no need to cry out for her in the first place. Also, given how Buckin only mentioned Ryokugyu and not some unusual situation like him being accompanied by another powerful force, you can comfortably say that it was mainly due to Ryokugyu's effort, that Weevil was captured.
