It has nothing to do with strength, strength is only the reason why Bepo pulled ahead of Shachi and Penguin when they are equally good candidates for a #2 but since everything else is comparable, Bepo pulled through because his strength is above them.

The recent dub of Egghead has Lucci specifically refer to Zoro as an Emperor's first mate during their duel. The live action series blatantly states it as his role within the crew.
At this point it doesn't matter what Oda even says since in actions he constantly instigating the debate through in series parallels with other right hands, dialogue or expansive materials. Bartholomeo is the biggest SH stan and says Zoro is Vice Captain.
This tells me Morgan's actively writes Zoro as Luffy's right hand man and co conspirator in all thats happened.
