Bad writing, oda and editors know giving any info will just make one piece lose whatever it has, because it's story telling is just bad.
Nobody cares about it's story, they want whatever the main mystery was when the series started. Now oda too doesn't know when to reveal something and the same time he knows there is nothing to one piece to keep it interesting, he is not that skilled Or won't bother. That's all. So he baits with literally no good new Info but just reminding again that there is that info.... And people behave as if they got some good news

This chapter more than showing us Luffy's dream, it showed us that he had another dream, something a lot of people failed to see since always, many though that Luffy just had 1 dream, so Oda in this chapter just clarified this so there isn't no doubts.

One Piece is ending this decade, I can imagine! The secrets of the world are slowly unraveling, but some of them are faster than others. Once these secrets are revealed once and for all, they will be worth while. This chapter was just a reminder that we're getting closer to this dream!
