I’m of the opinion that Oda has multiple potential reveals/endings in mind for his arc and makes his mind up closer to the finale of said arcs. Oda had it in the works as a possible ending for Onigashima but ultimately wanted Gear 5 to have the W.

Chap. 1023 is named after Zoro’s resemblance to Kaido, frequently the samurai mention needing to kill Kaido, Luffy does not kill yet Zoro does.

It was a legitimate theory.

There's a lot of stuff that doesn't make it to the final page. I don't think it's likely but I still hope someday we will find out why all of the storylines related to Zoro just stopped abruptly.

And for all the people who hoped and obsessed over ZKK not happening, I think it's still hard to deny that there were a number of ties to Ryuma, the Shimotsuki clan, and even Nidai for example that went nowhere.
