Trebol was held to higher acclaim, had higher authority within the crew, and honestly his stats are stuff that could even defeat pica when he has the perfect setup (ie dressrosa), pica is weaker in just about any other location. He looked weak relative to saga villain serious Luffy and Law who just came off fighting Doflamingo and Ishoo, and beating Vergo. He isn't slow like zoro with movement speed (the only reason zoro struggled with pica really), he has enough strength and explosive power to destroy limbs of pica, and he's a god tier sniper. Robin pretty much stated that they shyouldn't fight him before they thought sugar was strong, when she had usopp, multiple named devil fruit user dwarves, and a lot of fodder dwarves which were > fodder doflamingo underlings (ie no named). Trebol is massively slept on in the doflamingo crew, there was a reason he was in the throne room and not pica. There is a reason why it was doflamingo and trebol vs luffy and law.
Rosinate died when the doflamingo pirates were like mid tiers, all of them were weaker back then, he honestly shat on a whole new world pirate crew and got away solo, he died 15 years before his prime. Pica back then was probably only avatar the last earthbender live action movie style throwing rocks at people and relying on swordsmanship, trebol was probably slower and weaker back then, etc.
He was objectively superhuman, everything from constantly getting caught on fire for gags and stuff, throwing law clear out the window casually, etc, also literally one hitting Drake's father who was of unknown officer rank within the marines. None of the doflamingo pirates were strong back then. Also I'm not saying he'd be Oden leveled or something, I'm saying Vergo was Doflamingo's Zoro, he was Doflamingo's Sanji, Trebol is Doflamingo's Robin, Pica is Doflamingo's Franky, and Diamante is Doflamingo's Brook.
Rayleigh didn't train for the 20 year prophecy, also the strongest people Oden had with him to train with were Kinemon, Asura, and Denjiro. Denjiro probably gained a lot of power over the years while Asura might have lost power tbh, Kawamatsu was too young back then.
Big Mom is absolutely weaker than she was in her prime tbh. Eh, I'd say she was admiral level as a 6-7 year old, not yonkou leveled. When she was a member of the rocks pirates, ie the time period where people say she's hot, that's where she was probably the strongest.
I'd say CURRENTLY LIVING characters, the strongest will be Imu, then Garp, then Kaidou. If we include Zunisha, he is AT LEAST yonkou leveled tbh with how easily he literally one hit with a casual bitch slap jack and his massively impressive kenbunshoku (he has the best kenbunshoku feats in the series tbh)
There could be more sea kings or something out there though. Poseidon is a glass canon who can probably be killed before a yonkou level character would be close to losing against her powerful sea kings, thus the control goes away, but she's very situationally god tier. Um, pluton is a weapon of war (I think mariejois is pluton and the throne is how you control it, and its in imu's hand) so it's not a character to be strong. I think uranus is probably an item or something (maybe a dragon)
