So? You think if Pedro wes a cqc fighter or something, it wouldn't be worse?
I'd argue that at least the leader of the 3 muskateers is stronger than him, Pedro is a stealth speedy hit and run style fighter, while the 3 muskateers are direct cqc fighters.
I'd say the Shishilian, Concelot, and (IHAVEADREAM) Giovanni, parallel Pedro, Roddy, and Blackback. In a direct fight, I'd favor Shishilian over Pedro.
I'd say even Shishilian probably pales compares to the dukes though.
We all know who the strongest mink is though ;)
Also Inu and Neko are weaker than Jack individually, so it's not like Pedro is the next best even if you ignore the 3 muskateers, after like, King leveled people. Inu was shown panting heavily, covered in injuries, etc when Nekomamushi showed up for the first time to switch roles, it's fair to assume that both would lose to Jack (who wasn't using awakened zoan) in a fight that went on for more than 12 hours, even without awakened zoan (or heck, maybe not even without hybrid zoan)
Can we call them nekomamushi and inuarashi, they aren't that hard and Dogstorm/Catviper are cringe asf.
You're wrong objectively about the busoshoku thing, the shield is not the outward haki thing. The shield is what don sai's little brother users, what sanji uses, and what don sai used BEFORE he unlocked busoshoku hardening (black armor stuff).
Level 1 buso is when people are using buso, but there isn't any visible representation of it.
We literally saw Don Sai go from level 1 buso to level 2 buso during dressrosa. Level 2 buso is hardening. Bellamy is monster trio leveled (non raid suit sanji-ish at least), and he specializes in busoshoku, that's why he had hardening and sanji doesn't have hardening (yet at least)
Busoshoku hardening is level 2 buso, stronger than shield haki, and ryuou we can call level 3, but really it's just an application of busoshoku where you push it outward.
Or are you claiming that yonkou who use buso hardening just aren't up to snuff with sanji's buso?
