Kaido is overall the strongest in OP... Oda has made that clear on multiple occasions.

Kaido being the strongest makes total sense if Luffy is not beating him 1v1. If all of the SN defeat Kaido together, Luffy fighting other Yonko like Shanks and Blackbeard on his own won't diminish Kaido

So imo Oda is not going to have Luffy 1v1 Kaido at all
