Yes, which is why I think P1 is unlikely.
And Drake highly depends on what you think could happen to him. Like @Yasheen said, Hawkins has the tarot cards that can force people to fight each other. Queen also may have another virus that infects Drake because he plans on killing him.
At this point its entirely up to your perspective on what you think could happen in the next 5-10 chapters. Nothing is solidified at all yet.
But when I look at the fact that Drake has been consistently put with the Beast Pirate promotional material (1006 color spread, Volume 97, Chapter 998's entire focus was the F6 powers), even after finding out he's good since way beforehand, its weird to me. You would think Oda would have separated him and put him on the good side finally, since he's the only one out of him, Apoo and Hawkins that openly has flipped sides. I just think there was a point to Oda making him a F6 outside of his devil fruit.

For a couple of reaons.
1- the Roger Pirates are cool. Crocus was funny, also learning he was part of Roger's crew was cool. Rayleigh is awesome. Since Gabban was highlighted a little bit more lately, people expect him to show and learn more about Roger's crew.
2- Just like Rayleigh is like the "Zoro" from Roger's crew, people associate Gabban with Sanji. Since Sanji is a popular character, people would love to see a character that would be his "parallel" inside the Roger Pirates.
These are the 2 things that first come to mind.
My personal "3" would be: He dual wield axes.
