I think he'll only give 2-chapter fights to other major fighters like Marco and Sanji. Maybe even Jinbei?

Not sure why you think thatss impossible. Hes done it virtually every arc with matchups. DR has like 24 chapters of pure battles. Nearly 12 of those are fights that have nothing to do with Luffy/Doflamingo.

In fact, this SHOULD be the arc where we get 20 chapters of fights below the dome. It's warranted because each strawhat needs a growth fight, which they are getting.
