Knowing who Shanks is, he would fight Mihawk on his terms meaning only using CoO and CoA since he doesn't have CoC.
Mihawk is most likely better than Shanks in these two and would win more of their duels hence why he's waiting for someone that's a better swordman (only CoA and CoO) than Shanks.
Shanks with Adv CoC mid diffs Mihawk.
