Jokes aside, Luffy just had his first steps in the top tier's area, it was just natural he wouldn't win right away , yet hysterical people kept claiming crap about base Luffy and power scale. Stop with weekly releases if you can't wait and just wait for volumes or let chapters pile up for a few months to read stuff in a row, it's the best for a hella lot of people.

It is certainly ADCOA, but it has not reached its maximum limit, because level 3 is still missing, level 1 basic COA, Level 2, barrier and other applications, level 3 is internal destruction.

Luffy went beyond the stage that Hyogoro suggested, he did something more advanced.
The stage that Hyogoro suggested was the 2, what luffy reached was the 3.

Yeah Luffy learned internal destruction, the Admirals showed level 2 AdCoA before the true Haki concept was established. Hell even Sentomaru and the females of Hancock‘s island were capable of using emission.

They will easily be able to use Internal destruction, hell even Kaido wasn‘t shown to be able to use it.
