Luffy is also actually a lot faster than Kaido than his hybrid, when Oda decides him to be, covering vast distances quickly, or in the chapter where he learnt adv CoC being so fast as to perform 3-4 distinct actions in the time it takes Kaido to react to 1.

Out of the timeskip CoO was portrayed as precog, I mean mantra users were very difficult to tag even with speed boosts, and Luffy with speed boosts was dodging light speed lasers. Then it was retconned to not really be precog, then Futuresight came along, then it was retconned to not be as broken as it once was.
G2 used to be a massive speed advantage over his peers (and still is in some scenarios when Oda wants to hype it), but Oda will happlily throw away combat feats if it makes the story worse in his mind.

Mantra/CoO has always been reading inputs, it only looks like Future sight against people that don't use it and this is made clear both in Skypiea and VS the Boa sisters where random moves or very fast actions overcome it.
