We can't see Scabbards using 100% of the time they fight, and yet they are confirmed CoA users, thats just how Oda goes with that for some reason

Because Nami is Weak Trio material getting carried by Zeus, while Robin is someone you can easily argue is equal or close to Franky.

And Sanji took countless of these while refusing to defend himself in any way, even with regular Haki

BM was actually spaming her strongest attacks on a defenseless Sanji the whole time

Oda went so hard to nerf him to give Queen a chance, and Sanji's still holding it down in base against his Hybrid form

My guess is that Hardening it's his own armament haki branch in the haki skill tree. Still i agree it's inconsistent
