Literally did not. Queen said Sanji is not from the race and his fire is different, as well, according to spoilers.

Literally no character assumed that. They just said "Hey, he can make fire but ain't even from King's race".
Let's just wait till the scans come out, the translation will make everything clearer, still it's weird he mentions king's race
 
I like how Queen (the fucking scientist who was working with Germa) has mentioned King alongside Sanji this chapter, yet there exsists no hints apparently.

It's to elaborate more on King's race and abilities all while hyping Sanji's Germa stuff up at the same time to not make things sound unnatural. If there was to be hint, Queen would actively speculate whether Sanji has any relation with King's race- instead of saying "He ain't from the race and his fire is completely different! And he says he's not a Cyborg... But he can create fire... I wonder how?!" only for the entire scene to portray RS and germa power-up, again.

It's like Luffy calling someone a swordsman and bringing up Zoro in same statement to say "He's such a good swordsman even though he's not like Zoro!". Will people like you start saying that said person is clone of Zoro? :suresure:

Queen asked him if his legs are modified, meaning queen thinks that sanji has implants in his legs like he has implants in his hands

When sanji told him that he isn't a cyborg, something he obviously figured out a long time ago since you know, he lives with the world's greatest doctor, queen assumed sanji is connected to king's race

There's two possible explanations

Sanji genes have been altered, so he's not a cyborg since he doesn't have any robotic implants

He's a descendant of king's race
His genes have been altered and he will unlock his exoskeleton soon too.
