So Ivankov basically broke Luffy out of prison and watched him lose Ace cos he was weak compare to rest of the top tiers comabatants and still decided not to train Luffy's surbodinate

Seems like it, if my memory isn't wrong there are no panels or dialogue where Sanji thinks of any training or advise given to him by Ivankov, He always remeber the island as a hell and Ivankov would haven't even given him a ship if he didn't obtain all the 99 recipes.... it is weird but all things indicate that it went this way.

Oda just didn’t want to introduce Sabo likely. But even then, I don’t see it because Sabo’s martial arts is strictly based on his grip strength which unless Sanji is going to break skulls with his toes I don’t see Sabo’s martial art mixing well with Sanjis

Calling it now:
King and Queen might not be awakened, but are much more themed around the lunarian and cyborg stuff, while Lucci, who has a naturally much weaker fruit, will either bridge the gap or surpass those ancient Zoans via an awakened form.
That's how Oda can recycle those normal Zoans and make a guy like Lucci a high high tier w/o the need of power creep or advCoC (assuming he does not have it).

Thinking about it the m3 kinda got the least amount of straight up upgrades and changes to their fighting compared to everyone else

Sanji got better mobility and better at using dj
Zoro just has upgraded versions of his previous moves
Luffy got better at using gears and got a new one

I guess they also learned some haki to make up for it but still
Like zoro learned more new techniques between punk hazard and onigashima than his training which is kinda funny (cutting fire and sky lance whatever its called)
