Why is he crying about transforming at the end of the chapter then
 
He offpaneled Luffy's ACoA training as well. That isn't the issue.

The point is Enma had -

1. Narrative Significance : To cut Kaido. Just like Luffy's - to hurt Kaido.
2. Wano centric Plotline: Had Zoro lose Shusui and search for it leading to the Hiyori reveal/plotline and ending with him receiving Enma. Also gave more lore about Ryuma, Shusui and Wano. Just like Luffy had to train in the prisons and ended up freeing the Samurai of their physical and mental chains over there. Also brought in Hyogoro, Kawamatsu, Big Mom, Queen and tied together several plotlines.
3. A training arc, just like how Luffy trained his ACoA.
4. Foreshadowing for future powerups: Zoro being told that he can make Enma a black blade in the future, hinting something that 100% is going to happen by the end of this arc and probably is his powerup against King. Exactly like Luffers learning how to make his haki flow, leading to him using AdvCoC by making his CoC flow.

Guess I was wrong for expecting something similar for Sanji.
Narrative Significance: Sanji is strong or stronger than one of Kaido’s Strongest men
Wano centric Plotline: Had Sanji wear his RS a couple of times, until he unlocked the DNA he held dormant which was hinted since WCI
A training arc: Sanji fought armies in Onigashma and fought his Ancient Zoan YC opponent for ages, until he got beaten up badly. Completely dangerous circumstances unlocking his exo-skeleton
Foreshadowing for future powerups: Now that he unlocked the exo-skeleton, that means he should also unlock the invisibility he shouldve been born with.

Anyone can literally do this.
 
A part of Germa's flashback - whose whole arc involved the price of losing one's humanity in search of power. The raidsuit triggering Sanji's DNA was obviously written in during the raid - Oda even got the number of times Sanji wore the Raidsuit wrong.
Maybe Oda just wanted something more... surprising ?
Everything doesn't need to have crazy foreshadowing and intricate set up for it to be good writing. We had an entire arc gravitating around Germa technology and Sanji's genes.
 
Raise it to what, a super sword?? Do you honestly believe a blackened Enma will stay the same grade as Wado:giogio:
That is what was said in One Piece, I don’t know about other similar material but in One Piece a story by Oda it was stated that black blade only increases that swords rank among its peers so to say, nothing was ever said about that sword magically changing grade.

When Sanji put on the Raid Suit, it wasn't a matter of using it to win a fight. First time was to stop Page One, but he needed to not let his identity be known.

Second time was to sneak up and save Momo from being executed.
Sanji showed potential up until the first time but it was only downhill from there he should have thrown it away after the first time.
He said it himself he didnt want to rely on it.

But you're saying he's choosing to do so when he clearly isn't and it's happening without him actively doing it. And to top that of he's out there bemoaning it. Saying he doesn't want to change.
Because he still didnt resolute it. By the end of the arc Sanji will wow to use his power for good unlike Germa
