I think fujitora is a lot deadlier than he looks. The fact he draws his sword even when its not necessary for him to use an attack, it proves he's a swordsman first and a gravity user second. He definitely has powerful ryuo and probably hasn't even used his haki at full strength yet.
But I think his real hax is his range. I think his CoO and his DF allow him to attack at extreme ranges that most swordsman cannot manage to reach. I figure his strongest style involves him coating his sword with haki and blasting it at his opponents with gravity at extreme speeds.

Zoro was fighting Kaido and it took strongest attack from two yonko combined that made your beloved Luffy shit his pants.
Then while Zoro is unable to even move properly he blitzed and permanently scarred hybrid Kaido mean while Luffy has yet to even do serious damage to Kaido. Kaido is still nerfed from scar by Zoro as told to us by Yamatrash.
And then when Zoro was unable to move by tanking an attack that would kill Luffy and made Luffy shit his pants and advCoC thunder bagua on top (which would one shot Luffy btw) Zoro went down.
Unlocked Luffys most hyped up power that clowns were wanking to moon, advCoC and then literally bullied Kaidos strongest guy and one shot him in the end.

I can never really make up my mind on who's stronger. I can only just do this:
Tier 1: Roger
Tier 2: Whitebeard, EOS Blackbard
Tier 3: Akainu, Dragon, Mihawk, Prime Garp, Two-Arm Shanks (hypothetical), Prime Rayleigh
Tier 4: One-Arm Shanks, Aokiji (I'm mixed on if he belongs on Tier 4 or 5)
Tier 5: Kaido, Kizaru, Big Mom
Tier 6: Fujitora, Ryokugyu
I think Zoro and Ben are exceptional RH's who are closer to their captains than the number threes (Sanji).

But you're not considering the fact that Luffy only gave him a good fight after he learned conqueror's coating, which is the same PU that Zoro received.

Zoro has time and time again received portrayal as being comparable to Luffy. He doesn't have to be entirely unrivaled to be the strongest
